Hi, Yes, it does sound to me like a Safari issue, not a MacOS issue. I wonder if you removed the Safari plist file and let it re-create itself, if that might help.
If you wish to give it a try, do the following: • quit Safari. • go to the Finder. • up to the Go menu. • make sure that you’re pressing the VO keys and navigate down to Library. • in the Library window, look for the Preferences folder and open it. •inside the Preferences folder, locate the com.apple.safari.plist file and Trash it. You will likely lose some Safari Preferences that you’ve set, but when you re-open Safari, the basic plist file will rebuild itself. I guess that you could just place the original plist file on your Desktop temporarily instead to see if the new one fixes the issue. Then you could copy it back if nothing changes.
