Thanks to both Jonathan and Tim, I’ve come up with a process for switching 
between Big Sur and Mojave without using the Start Disk feature in System 
Preference. That process did not work for me.

Here’s what I came up with:

Switching OS Process Using Option Key

After shutdown or restart...

Hold down Option key during startup

1. Arrow right and press Enter
Switches to other OS

2. Arrow right twice and Enter (or just Enter)
Same OS

Simple, and no need to have VO active
