Here are a couple of things you can try: 1. Press VO + Shift + Up Arrow, to stop interacting with the Toolbar. 2. Once you have stopped interacting with the Toolbar, press VO + Fn + Right Arrow )or VO + End) to move VoiceOver focus to the web page content area. 3. Whether or not you have stopped interacting with the Toolbar, press VO + CMD + H, to move to the first Heading in the web page.
