The layout of the Mailbox list did change a little beginning in macOS Big Sur.  
There was no change between Big Sur and Monterey.
The primary difference is that Favorite folders are now listed at the top of 
the Mailbox list.
The Favorites area may contains combined folders, such as Inbox and Sent Items, 
for each mail account you have active in the Mail app.
These combined folders can be expanded to reveal folders for each account if 
you wish.
Below the Favorites, you will find Smart Mailboxes and mailboxes located on 
your Mac.
Below these mailboxes, you should find mailboxes for each account you have 
active in your Apple Mail client.
If you are having difficulty locating any of these mailboxes described above, 
be sure you interact with the Mailbox list using VO + Shift + DownArrow, and 
then use VoiceOver navigation to explore the list.
When using VoiceOver navigation, you will find heading for each mailbox group 
and each mail account..
If a group of mailboxes, or mail account group is collapsed, you can expand it 
using VO + Spacebar.  This action can be used to collapse any group as well.

I just installed Monterey and I notice that there are some differences in Apple 
mail. I can only find 1 inbox but I have 2 mail accounts. vo doesn't say the 
name of the inbox as it used to. I'm not sure they're together. I think I just 
can't find iCloud. how does this work?
