Setting VoiceOver to Speak on the Mac's Login Screen

Note:  If you want VoiceOver to speak at the Log On screen, you must first go 
to System Preferences > Security & Privacy, and disable File Vault, then do the 
following steps.

IF using Big Sur, Catalina, or another recent version of macOS, do the 
following to set VoiceOver to speak at the log on screen.

1.  Go to System Preferences > Users & Groups.
2.  Navigate to the Lock, and press VO + Spacebar, then enter your Mac’s admin 
password in order to make changes.
3.  Navigate to the Users, Groups & Login Options table, and interact using VO 
+ Shift + DownArrow.
4.  Once in the table, navigate to Login Options.  This is the last item in the 
table.
5.  Use VO + Shift + UpArrow to stop interacting with the table.
6.  Use VO + RightArrow to navigate to the button labeled Accessibility 
Options, and press VO + Spacebar.
7.  You have now opened a dialog box with a table containing Accessibility 
Option that may be enable at the Login screen.  Interact with the table using 
VO + Shift + DownArrow.  You will find that VoiceOver is the first item on the 
list of options.  Use VO + Spacebar to select this option, or any other option 
you wish to enable at the Login screen.
8.  Stop interacting with the table, and navigate to the Apply button, and 
press VO + Spacebar.  The dialog will close.
9.  Press CMD + Q, to close System Preferences, and you are done.

I can’t remember where to go to do this. My friend would like it to start at 
the log-in screen, and even after much scouring of my brain I can’t remember
