Did you try turning off image recognition and screen recognition?

Subject: More info in disappearing settings icons

Hi all,

So this morning I had my husband look at my phone screen. He said that all my
icons and their labels are showing on the screen. So it seems that the problem
isn’t that they aren’t there, but rather that Voiceover isn’t reading them. I
re-booted my phone before going to sleep last night, and still, the only thing
VO will read once I open settings is the Status bar. I’d greatly appreciate
any help or suggestions anyone can offer.
Cheers,
Donna
