Alia, I know that using Migration assistant has worked for some people, but at least a couple of us have ended up having to get replacement Macs because of this issue. In addition to the migration breaking Voiceover, when I went to erase everything and reinstall the OS, I was unable to do so. I could erase the disk, but was not allowed to reinstall the OS, which pretty much left me dead in the water. When I googled it, I read that this is a known issue with the M1 Macs. So, even though not using Migration Assistant is a royal pain, were I you, I wouldn’t chance it.
