Hello, If the application has no windows then its primary window will be opened. If it does have windows then I believe the top-most window for that application is broth to the top of the stack. In some cases, Mac will keep programs running even if you quit them at least that was a feature added 5-6 ears ago. It was designed to reduce the startup time for programs that might get frequent short usages. I don't know how much it was implemented but just like IOS does not really expect you to quit an application, but that the application will be well behaved and save its state when inactive.
