It should be in System Preferences and Users and Groups. Interact with the list of users and navigate down to, login options. Stop interacting and navigate right. The Accessibility Options button is dimmed until you unlock the preferences.
I’m not sure why the screen sharing window was not being seen. Did you try command-tabbing or toggling off VO and back on again? Take Care John D.
