You should : 1. Be honest to the buyer about this issue or that you’re not sure 2. If possible, upgrade its HDD to SSD from apple store. It will make the device faster, But be care that this will increase the price and not much difference in high workloads. It will make it feel faster in everyday use, e.g. opening apps, load files faster. It may not make any difference in loading webpages since it is CPU and software related. If you need more technical details, I may add. And I hope someone here has any experience about that different only in any Mac device. It will help explain more accurately than me.
If you want to give it to your mother, then try to get higher performing in everyday usage in order not to annoy her with it being slow to her. I don’t know how this model performs, I use 2016 15” MBP with SSD. Generally, old humans have lower patience to new things. According to my experience with Catalina vs Big Sur, Big Sur feels faster.
