Thanks much, Brad. I do appreciate for all the help I am getting from you.

I have enabled Siri from System Preferences and kept the default keyboard 
command, Command-spacebar. When I hold command-spacebar for several seconds, 
Siri doesn’t show up. It was just fine prior to resetting VoiceOver to factory 
default.

You should go to System Preferences > Siri, and verify that Siri is enabled.  
Here you can also verify and/or modify the keyboard command for invoking Siri.

Note:  The default keyboard command is to press CMD, and then hold down the 
spacebar, not press and release the spacebar.
