You have done nothing wrong. This is expected and normal behavior. When you 
hold down the command key and press a number on the number row, you are 
selecting a category from the categories list table.
While in the voiceover utility, if you go to the menu bar and open the view 
menu then arrow down, you will find a list of these command key shortcuts for 
selecting items from the categories table.

I don’t know what I have done, command+number is not announcing category.
