I can confirm VoiceOver is on and Zoom is disabled on the iPhone.

I also recently noticed on a braille device that VoiceOver was speaking the row 
and column number instead of the screen curtain. 

After that, I tried other gestures with three fingers and came to the same row 
and column indications. I checked VoiceOver settings and it listed onnl two 
gestures. The screen curtain gesture is not there on the list.
