Sorry to hear you are having trouble opening the shortcut menu for Dock items 
using a braille display.  I am able to open the shortcut menu using a keyboard, 
and the VO + Shift + M command, but I am kicked back to the desktop when I 
attempt to select an item from the shortcut menu.

One workaround is to route the mouse pointer to the shortcut menu using VO + 
CMD + F5, and then using CTRL + a 1-finger click on the trackpad (or just a 
2-finger click on the trackpad).

This is a bug in macOS 11.1.  Apple has been made aware of this issue, and 
hopefully it will be remedied soon.  In the meantime, I wouldn’t worry about 
removing items from the Dock.  Besides, you need to access the shortcut menu 
for a Dock item in order to remove the item from the Dock, so for now you are 
stuck.
