QuickNav will auto toggle off (just like in IOS) when you have the VO Cursor inside a text input field on the web. My memory is that five years ago, when composing e-mails (probably High Sierra ) the auto-toggling of QuickNav happened in TextEdit and Mail also. So, perhaps it is a bug, but it has been so long since this behaved the way I like, that I doubt it will ever change back. This is one reason, I prefer using a full keyboard with a numeric keypad for Navigating. I can have single key storkes that do most of my navigation without remembering if QuickNav mode is on or off.
