Since the YouTube link you are accessing is for a live stream, I would assume 
that the issue is not that the video is not playing, rather I would think that 
the video’s sound is muted.
To resolve this issue, try accessing the web rotor menu, using VO + U, then use 
left/right arrow keys to the Buttons menu.  Once on the Buttons menu, use the 
down/up arrow keys to locate the Unmute button, and then press the Enter key.  
This will exit the web rotor menu, and place focus on the Unmute button on the 
web page.  Use VO + Spacebar to activate the button.
