I assume you are using MacOS Catalina.  Before you start the syncing process, 
put your ringtomes on your desktop.  This way you have quick access to them.  
Ringtones must be in the M4R format.

Once you have connected your iPhone and are ready to sync it, Select the 
General tab and go to Manually  Manage Music, Movies, and TV Shows. Check the 
box.

Put the cursor on the ringtone and type VO,  (Control-Option comma.) VoiceOver 
will say that the item has been marked for drag. Move the cursor to the Sync 
window for iPhone and anywhere in the window type VO . O(Control Option period. 
Wait a few seconds for the ringtone to sync.  It should then be on your phone.
