First, If he’s got the latest version of Drop Box for Mac, it can be found in 
the applications folder.  Open it from there.

        Now, with respect to the public folder, that’s not how it’s done 
anymore.  He can just put the file he’s trying to share with you at the route 
of the Drop Box folder itself and create a link directly to it from the short 
cut menu.  He sends you the link and off you go.
