The gesture for changing volume is to double tap with two fingers and then slide up or down on the watch face. Voiceover will announce the volume as you slide.
I don’t know if this will change the SIRI volume as I have also noticed that the watch volume and SIRI volume can often be out of sync. Sometimes this gesture does not work for me, but a restart of the watch usually fixes that. Not sure what happens to block this gesture from working.
