It sounds like you have FileVault disk encryption turned on. This has you enter your user name and then your password to get into the Mac. There is no automatic VoiceOver with this window. You either have to go into System Preferences and Security and Privacy to disable FileVault or, if you want to use encryption, just get used to having to turn on VO when the computer reboots.
Note too that with FileVault turned on, the system also turns on the requirement to enter your password if the screen locks. You can turn this off in Security and Privacy under General preferences once FileVault is disabled. Take Care John D.
