Actually, I lied.  What a scum-bag, eh?  I may have read too much into your 
question.  The problems I was referring to have to do with ring-tones in the 
Messages app and Phone app on your iPhone/iPad.  As you know, you can customize 
these in iPhone/iPad, and my woes had to do with attempts to customize the same 
sounds in Messages and FaceTime on the Mac.
 
So, now what you've really asked is actually fairly quick and painless as long 
as your custom alert sound is an AIFF file.  What you do is paste the AIFF 
audio file into the Sounds folder in ~/Library.  That is, go to your Desktop, 
then to the menubar, over to the Go menu, make sure to keep the VO keys pressed 
and go down to the Library item and activate with return or VO-space.  Now, 
your personal Library folder is open and you can locate the Sounds folder, open 
it and paste in the AIFF sound file.  Once it is in this location, go back into 
the Mail app, to Preferences, and in the General pane you'll have that new 
sound as an option.
 
If you don't have an app to convert your sound file into an AIFF, send it to me 
off-list and I'll convert it for you.

That answers my question. I still can’t understand why apple makes it so 
difficult. Like I said most of the default sounds for the messages app are 
available on both the Mac and the iPhone, but the alert sounds for the Mail app 
are very limited. I haven’t counted them but I’m guessing it is only around 9 
options, none of which are very exciting. Surely it can’t be that difficult to 
let us download sounds that we have purchased from their own iTunes Store to 
our Mac’s? 
I might email then and ask but I’m guessing that won’t help as they don’t like 
getting suggestions. And I’m not sure what email address to use.

A year or so ago, I did some research on this.  Supposedly it works.  So, I 
migrated my tones I use on my iPad and iPhone over to the Mac and placed them 
into the specific location where the Mac grabs these sound files from when 
making Mail or Message alerts.  You'll note that I'm being fairly vague in my 
description and this is purposeful.  The specific location is deeper in the 
System and is not usually accessed by the day-to-day user.  I can't remember 
for sure, but I may have even needed to disable System Integrity Protection to 
do it.  After all this, it still didn't work.  The tone choices did appear in 
Messages for me, but when I chose them, they did not play.  I either got no 
sound at all, or it switched back to the default alert sound.  Again, I'm not 
positive.  I gave up for now.
 
So, essentially, it's supposed to be possible, not for the faint of heart, and 
not necessarily a successful venture.  Maybe I'll take a look at it again in 
Catalina in a bit, but wouldn't hold much stock in success.
