Basically, you're not splitting the external SSD in two restricted partitions 
like in previous drive formats, but you are creating a second APFS volume which 
is dynamically using space as required.  Yes, this is totally doable and 
accessible in Disk Utility.

P.S. I used to create bootable backups to a 256 GB USB memory stick. This was 
unreliable and took several hours. As a test I created a bootable backup on the 
512 GB external SSD set up as a single volume and it took only 17 minutes!
