I'm sorry you are having such issues, and that nobody has replied to you. ET
seems to be the local expert on Braille and Catalina. It sounds like you might
have the Braille viewer on screen. If you open the VoiceOver utility with
control-option-F8, you can control the various panels that VoiceOver can
display within the visuals category in there you should find a panels and menus
tab where VoiceOver onscreen effects can be controlled.
