Hi all,

Yesterday I was playing around in settings, and I turned off background app 
refresh.  Now, I can't seem to turn it back on.  When I go into Settings, 
General, Background App Refresh, and tap Off, VO says, "Off Selected." But 
nothing I do seems to turn it back on.  I've double-tapped, done a long press, 
tried swiping up, nothing turns it back on.  Running latest IOS on iPhone 11.  
Can anyone either confirm that this is a bug--in which case I'll report it to 
accessibility--or tell me how to re-enable this feature?
