Yes and no.  WiFi Calling is different than you might thin,.  What it does is 
allow you to connect to a WiFi network to boost the signal when the carrier 
signal is weak.  So, if you are only getting one or two bars of strength from 
Rogers when you are somewhere in Canada, and you are also connected to a WiFi 
network, then the radio in the iPhone will do some fancy footwork and, 
essentially, boost the signal of Rogers through your WiFi connection to make 
sure that you don't drop any call you might be on.  WiFi Calling is not like 
FaceTime or Google Duo that uses WiFi instead of phone carriers to make and 
receive calls.  So, keeping that all in mind, if you are in Oregon, with 
Airplane mode enabled, and WiFi on, then as long as you're connected to a WiFi 
network, you'll be able to send and receive iMessages, but other text messages 
like those from an Android using friend will not be received, nor will you be 
able to send anything to them.  You need to be connected to an American carrier 
while you're in the US in order to do that sort of thing.  Of course, rates 
when you're out of the country are high, so that might not be an option for 
you.  There are special roaming packages available through Rogers for using 
your Canadian minutes and data, usually about $5 to $7 a day.  Fairly expensive 
if you're only getting a few texts or calls each day.  Sometimes, in these 
sorts of situations, I just turn off Data Roaming and eat the cost of call and 
texts.  It doesn't usually add up to the $20 or so that it would cost me for 
the couple days across the border.
