I contacted Jonathan Mosem and asked him re his IOS with out the Eye book for IOS 13. His reply is as follows. Hi Simon, you're right, no iOS book this year. I did put this out a few months ago on the Mosen Consulting email list, blog and Twitter, but of course that doesn't reach everyone. It takes a huge amount of time to research and write, and I just don't have that time anymore. Jonathan has started in a new job in a NZ organization and is as he says time limited to carry out such tasks. Sorry to those who were waiting.
