Holy Moly! Don’t know what I started doing differently, but I interacted with 
the mailbox list and there was a “Dave’s Mail” above my top-most folder. I 
thought I’d give the drag/drop routine a try again, and this time it took one 
of those out-of-sort folders and put it where it belonged — in the lower list 
that was a group out of sequence. I continued moving folders in this manner, 
and the bottom group began to grow in size, and each entry was correctly sorted.
What was happening is the upper list that was so well sorted began to populate 
that bottom list, creating what appeared to be correctly linked to the Dave’s 
Mail account. I don’t know why that original list (so well sorted, and so very 
large) was not actually part of the Dave’s Mail account. How I managed to 
create all those folders months ago in the wrong place is beyond me. So after 
an hour of messing around with drag/drop I was able to get the top to the 
bottom, one folder at a time until the whole list is now sorted, and no 
recalcitrant chunks.
Then I tried a very brave experiment. I added a new folder. Crud! It dropped to 
the very bottom, not sorted correctly. But I closed the mail app and opened 
again, and be still, my heart, was now in its proper location.
