OK, I am confused. Running the latest Mojave when a web page loads after I have 
entered it into the address bar, I get VO on the "Web Content" which means the 
VO cursor is surrounding the entire page. From there, I can ask for the first 
Heading, landmark or link and get there. I can also use one of the interact 
actions, and review the entire thing.
In terms of language usage, I get mixed results, but then I am most likely 
going to a non-roman system when viewing something in another language.
