This happened to me when I upgraded to Fusion 11,, too, and it drove me crazy! 
What you need to do is to go to Apple > System Preferences > Privacy and 
Security. Once there, select the Privacy tab, and make sure that Fusion is on 
the list of apps that are allowed to access data on your machine. That should 
take care of you and your USB devices will start working again.  You’ll need to 
unlock to make changes before you can do this. I did this over half a year ago, 
so hopefully I’m remembering things correctly. If not, hopefully someone can 
chime in to correct me.
