Hi, When you say that you turn off AirPlay, what exactly are you doing? If you are going into System Prefs, then turning it off via the pop-up menu, then that's fine. Technically, you're not really using AirPlay anyway since you've physically connected the HDMI dongle to the Mini and your TV. That is simply using the TV as the connected monitor instead of a computer style monitor. Real AirPlay does it wirelessly to an Apple TV or other Airplay enabled device.
