I know I’ve got
2 ipods,
iPhone,
iPad,
apple watch,
Mac Book pro 13, both mac and windows lvia boot camp,
11” mac book air both windows and mac os.
Apple tv

And I did have a second watch attached to my apple ID so you can get more than 
10 devices
 On an apple ID,
As for iCloud I can only account for 4 possibly 5 with my tv.

Hi,

I've not noticed a limit, but I really haven't put more than four or five 
devices using iCloud Drive at a time.  I believe that there is a limit of 10 
devices that can be associated with your Apple ID, so that may be a limitation. 
 Although, that may also be different now that HomePods and Apple TV's are 
associated with your Apple ID.  It would be annoying to use up the device count 
just because you like multiple HomePods and Apple TV's in your house.
