Hello Robert, I assure you that I, too, experience this same issue. It has been around for the longest time.
However, a little bird, from the Apple orchard, sent me an email, a couple of days ago, stating that this glitch should be resolved in iOS13 and that I should update my bug report on it, once confirmed. As yet, I have not downloaded a beta of iOS13 to confirm the claim, but we can certainly keep our proverbial fingers crossed, eh?
