Hi,

If you wish to sync the contacts through iCloud, then you'll need two separate 
Apple ID's.  If you turn off Contacts within iCloud, then you should be able to 
maintain just one Apple ID, but the business iPhone would not have it's 
contacts syncing or saved in iCloud.  The second option works fine, but you'll 
need to make sure that you maintain a good backup routine as those contacts 
would only reside on the iPhone.
