Hi, Simon: I don't think it's an actual parallel situation. Windows isn't switching to a Linux kernel for native Windows desktop and apps. Rather, they're adding a more tightly integrated Linux subsystem into Windows 10 based on a compile of the native Linux kernel running in their own virtual machine.
One of the more interesting items in the announcement is the support for docker containers. This is being overshadowed by the Linux announcement, but it's potentially far more relevant to more users of Windows, and I wonder we don't yet support these natively on OS X.
