Hi, Simon:

I ran into that same error when I was installing Windows 10 via Bootcamp
on my own late 2013 era Airbook. I don't recall all the details because
this was some time ago, but I do recall enough that I can confidently
tell you the error is misleading.

The problem is not the available capacity of your USB media device. The
error is what OS X believes the state of your Bootcamp installation is.
If memory serves, I cleared the issue for myself by going to Bootcamp
and asking it to delete a supposedly existing installation.

I know Apple is usually more button-down than that, but perhaps this is
an exception that proves that rule.
