Hi,

In System Prefs, iCloud on your Mac, you should be able to dive deeper.  
Interact with the Services Group, VO-space on Manage, select Backups from the 
List box then select the iPhone 7 backup.  You should be able to delete it from 
there freeing up space and starting the backup process from scratch.  
Alternatively, you could change your iCloud storage from free to the lowest 
paid level which is in Canada here, about $1.29 a month, I believe that it's 
99ยข a month in the States.  I guarantee you wouldn't run out of space with that 
plan.  You move from 5 GB to 50 GB for that minimal monthly fee.  The plan can 
be changed under that same Manage button.

All I get when I double tap backup now is cancel backup, then VoiceOver just 
returns to that point, backup now.
