Home sharing should allow anybody else on your LAN to see your music library 
while your computer is open. I haven't tried this since Apple Initiated Family  
sharing a few years ago. At that time, one would just see the other persons 
library as a separate tree in iTunes, these days, I don't think that iTunes has 
that tree structure.
In our Family we enabled Family sharing that allows several (5 or 6 ) people to 
all use one purchase and the app or song can then be d associated with other  
family members  iTunes account without having to pay a second time. One still 
needs to add items to the library, but if another family member has purchased 
the item then you have license to it also. We enabled Apple Music for our 
family where for $15 /month everybody in our family has access to all of the 
songs currently available in Apple music.
