Congratulations. Raise to Speak is tricky at best, I've found. The motion seems to be a very deliberate raising of the arm until the Watch is just in front of the mouth, but even that doesn't always work. I find that Hey Siri works just fine, though, so I don't really worry about Raise to Speak much.
