You are correct in that the power button has nothing to do with the chime, other than when you press it, to power up, the chime will sound on some models. I'm also somewhat confused by that comment. Every Mac has a power button, otherwise how would you power it up. Yes, for some the button is a solenoid switch on the keyboard, others are located somewhere else on the machine, but every single one has a power button. Later...
