Probably also is why VoiceOver seems to go very low when VO commands
are executed. Does not make for a pleasant experience.

This is caused usually by sites that have a lot of content and
complicated coding. Sometimes, I just cmd-tab out of Safari, then do
something for a few seconds, then cmd-tab back into Safari and things
are better. Other times, I toggle VO off, wait a few seconds then turn
it back on. Other times, I press tab to start bringing focus into the
web area and it just continues to buffer but I can still get places in
the web area. Overall, it kind of depends on the amount of memory and
processing power that your Mac has along with how good the web-site
coding is.
