Hi, It sounds like you'll need to reinstall MacOS High Sierra. If you cannot enable VoiceOver at this dialog, press and hold the power button for about 5 to 7 seconds. This should force your Mac to shut down. Wait for about 5 seconds then press the power button to start it up. Right after you press the power button, hold down the cmd (Command) and "r" keys simultaneously and keep then down through the Startup chime and for an additional 2 to 3 seconds, then release. Wait for a minute or two as the Recovery system loads. Press cmd-f5 to turn on VoiceOver. If it does not turn on, wait for another minute or so then try again. VoiceOver should turn on at this point. Once it is on, follow the prompts for the language, then at the MacOS Utilities window, select the Reinstall Mac OS X High Sierra item and press Continue. It should ask you to agree to terms and such and may ask for a password. If it seems to be sitting there for a long time without any noticeable progress, use the Window Chooser to see if there's something waiting for your input. Allow it to progress through the installation process and allow it to restart. It's possible that it may restart multiple times, so do not interrupt the installation. Try turning on VoiceOver if it's not already on, if it does not speak, wait a while longer and try again. Do not turn off the Mac during the installation process unless you've been sitting there for hours without any change in status. If you have the Seeing AI app or something similar, check what is presented on the screen if you're unable to have VO tell you.
