I use PDFPenPro, although not the latest version of the app, on a 2017
MBP. It works very well for me. Typical limitations though with
respect to field labelling. If the creator of the form did not take
the time to label the fields, then it is often difficult to know for
sure which field relates to which. That would be present no matter
which app you were using though. Filling out forms using Preview now
supported using VoiceOver, although I've found PDFPenPro easier to
use. This may change in time, but, for the moment, I'd still use
PDFPenPro.
