Right, I do not use File Vault. Many times I have been prompted to
enter my login password which started with High Sierra. Always had focus
on that window.
But when I started messing with the Netgear web interface last week,
that is when trouble started. Yes if I do nothing else when I hear that
message, I can click it and get focus. It will not show in the Window
Chooser so its annoying when it happens.

Hi,
Security Agent is present whether File Vault is active or not. Security Agent
is one of the activities invoked during the login process as well as when
entering your password after sleep or screen saver lock. Normally, I've only
seen it present itself when I've been impatient. That is, when I attempt to
start looking to do things before the login/startup process after login has
completed its round of tasks. If I wait and don't start window choosing,
accessing the Dock etc, then the Security 'agent is relegated to the background
on its own. If you do however bring focus to it during these activities, all
you need to do is either a simple click of your mouse or trackpad, or try the
App Chooser to bring focus elsewhere.

Not sure when this started. When I need to enter my login password to carry
out a task on the Mac running 10.13.3, I have to do a click on the above dialog
in order to get Voiceover active on the window. Anyone seen this?
