Here is a situation where command-[ and backspace won't work. In the Finder, under the Help menu, open Mac Help. When you click on links here, you can't backup with a keyboard shortcut that I know, certainly not the ones that you'd expect from Safari. The only way I can back up is to back out one level with the VO cursor, arrow back to the toolbar, enter the toolbar, click the back button, exit the toolbar, arrow over to the HTML view, and enter it again. So many keys for a simple function like going back a page.
