Theoretically yes but not when there are no drivers installed to the system at all.
You could try the old option of trying to install windows drivers at the setup stage of the system to allow the USB Braille device to possibly work, But it's a guess on iif it will work correctly for you. But if you can get the USB working then you could try connecting a USB audio device like headphones or a USB sound card and use Narrator.
