Theoretically yes but not when there are no drivers installed to the system at 
all.

 You could try the old option of trying to install windows drivers at the setup 
stage of the system to allow the USB Braille device to possibly work,

But it's a guess on iif it will work correctly for you.
But if you can get the USB working then you could try connecting a USB audio 
device like headphones or a USB sound card and use Narrator.

I have done this with my my windows servers.

Does the usb ports works under the windows installation?
If so he might be able to use a usb headset and or a braille display with usb 
connection and narrator.
