Doug Lee wrote a python module about 4 or 5 years ago, that c at that time would communicate with the Skype application on PC and Macintosh. I don't know if Microsoft has foiled this interface in the newer versions, but if you want to be able to use CLI commands to manage Skype this is the place to start.
