There are a number of HTML editers 
It's just what you want or think about what your trying to do.

 As a number of people have said, html can be edited with just a text editter.
 HTML code is just text with brackets of a sertain type around the commands.

 If you wish to get a bit more advanced then MS word will do html for you also 

 So for a simple html editter you could start with text edit or text wrangler,
 Or if you have Microsoft word on your machine or your friends machine then try 
using that and see what happens.
