Thankfully, you don't have to rely on Voice Over when running Linux shell level apps. Instead, you use Speakup, or brltty, or emacspeak, or perhaps the new Henrii. Voice Over would be as bad at the Linux shell as it is in the Mac terminal.
You might want VO in Linux graphical desktop apps, but it won't run there, either. Instead, you use Orca.
