Further to John's note, usually, VO is not active, nor available, at the 
initial login screen when File Vault is enabled.  You can press cmd-f5 to try 
to turn on VO, you should get a single tone, at this point, as John mentioned, 
just type your username and press return.  If it accepts your username, two 
tones will sound meaning that it's ready for your password. In my case, once I 
start entering my password, a tone is sounded for each key-press.  After you 
finish the password, press return and you should hear three tones if the 
password was accepted.  Your Mac will then start up normally.  You can then log 
off and on with the normal login screen most of the time, unless your machine 
is restarted or shutdown at which time you'll hear the good old tone once again.

   FileVault should work just fine. The login window is different though. Be 
sure you press command-F5 to turn on VoiceOver. It will ask for your account 
name, which is whatever the name is for your home folder is called.
 Then, press enter and it will prompt you for your password. Type that and hit 
enter.
