I have noticed similar problems with VO and Snow Leopard. When control-Option-Lock is enabled, I can't toggle between windows with the F2 key, use the F1 key to switch between applications, nor determine the spelling of words by pressing the W key twice in rapid succession. If anyone knows why this occurs, I would certainly appreciate you letting me know.
